For some comparisons, here's what Marshall might be bringing to the table if Toole is indeed involved.
Tom Herrion's contract was $400,000 per year. As a public school, those numbers are available. Robert Morris doesn't release contract info as a private school, but according to the last available school tax documents, Toole made $189,478 in the 2011 fiscal year. He's received additional bonuses and a new contract since then, so it's safe to say that he's north of $200k on his current deal.
When Mike Rice signed his contract extension just before he went to Rutgers, he was approaching and potentially surpassing $300k, according to tax documents. That is probably approaching the upper limit for Robert Morris, somewhere in the $300k range.
As a whole, Marshall spent about $25 million - or $10 million more than RMU - on athletics in 2012-13. That includes $2.3 million on basketball, compared to $1.3 million on hoops for RMU.
In terms of conference comparison, Tulsa won the Conference USA title and was a 13 seed in the NCAA Tournament. With Memphis now a member of the AAC, the league is probably an upper-tier one-bid league for the foreseeable future. The league has TV deals with CBS Sports Network, including its championship game, and Fox Sports 1, though the latter is mostly for football.
In terms of facilities, Marshall plays in the Cam Henderson Center, a 9,000+ seat arena built in 1981.

It's an interesting comparison to a school like Robert Morris. On the one hand, Marshall is a step higher in terms of conference profile (thanks in large part to football) and having a little more in terms of resources. That's attractive to anyone.
On the other hand, it's still a one-bid league, and it's a league that is far from stable lately. It seems to be growing with the additions of ODU, Charlotte and Western Kentucky, but it's had a ton of movement thanks to conference realignment. With Memphis gone, odds are it stays a one-bid league.
It's also not in Toole's ideal recruiting network, as C-USA is mostly in the South and Midwest now. If he does indeed interview, it's going to be interesting to see what develops.
