As of a couple years ago, the NEC limit for full athletic scholarships was 45. But those full scholarships can be split amongst players, and through a combination of academic awards and need-based scholarships, NEC teams can reach the FCS max of 63 full scholarship counters.
RMU must be at that point to be able to schedule FBS opponents, as only FCS teams offering the equivalent of 63 scholarships can be considered a bowl counter for FBS teams.
No idea how many players actually get full rides at RMU.
